I was both iffy and excited to attempt to write this article, but I figured if approached the right way it would benefit instead of harm. The Albatross world is full of rumors, those that actually have some creditability and those that pop out of no where due to ignorance. So, since I’ve gotten the chance to really find out about the following, I feel it would be nice to add some proof to my claims. At the same time, I would like to reinforce that everything here is a rumor till proven, even if I have evidence with which I can show you I might not be able to share it. So, please take the following information with a grain of salt.

Rumor: Selling eCard rares in the PSquare had been suggested and pushed by OGPlanet to Ntreev in the last few weeks; however, we should not expect a feature like this until a lengthy period of time (namely a few months)
Confirmed: No

Rumor: At the current moment OGPlanet does not have a programmer working for them.
Confirmed: Yes, by a GM who was speaking in the lobby of Papel Open 1 yet screenshot evidence in missing.

Rumor: The people who buy the Japanese license for Pangya pay 9 million US dollars. As such, they receive far more attention and can do more of what they wish with the game.
Confirmed: Partly, yes they do pay that much money yet we have no way of knowing if other servers pay so much and receive more attention then us.

Rumor: Ntreev limits how many Black Papels can be given out in certain events like The Christmas Wishlist Event.
Confirmed: Cannot confirm nor deny.

Rumor: Brazilian and Philippine players will be IP banned in the coming months.
Confirmed: Partly, solely due to the fact that many Brazilian players have been banned when speaking non-English in an English only channel without any warnings. It is being hinted at very strongly.

Rumor: Angel and Devil Wings will be released by the next update.
Confirmed: Nope, maybe the update after the 10th. So far there has only be vague hinting of it from GMs on the forums, and also the fact that they released these gift boxes to prepare us for future rares.

Rumor: Ntreev controls the rates of the eCard rares, OGPlanet does not have the power to change it.
Confirmed: Yes, a GM confessed this here.

well nice post..
but all i wonder is that, are u sure OGP don’t have the power to control the winning rates?
I know that some other servers do, and i am sure once a version of pangya has opened, they should allow to control anything that’s happening in the game, but only not allowed to update something that’s NOT updated by Ntreev.
I know that Japan really bought almost the whole license of PangYa all they have to do is follow the rule, and also can make their own items I think Japan is the only server that can do that.
And about the gifts that’s given out, for events I think they do limit the amount that’s given out but rest is random.
XD OGP i am sorry i shouldn’t say that much.
(is all what I think none of that is real, just my personal opinion)

As I said, nothing is certain and take everything with a grain of salt. I obviously don’t work for OGP or Ntreev, this is either things that are directly from a GM (not that I can always say when, who, or where); however, even the GMs cannot know EVERYTHING since when you really think about it Ntreev speaks Korean and they do not. In all actuality, I’m assuming much is lost in translation.
Can the Ntreev rates not be changed by OGPlanet, seems as such. Besides being confirmed by several GMs on several occasions, Korea also has the same rates (supposedly) but can sell their items. The reason for Japan having better rates is possibly due to how much they spend on the license. That would be what I know, but heh, who knows. ^^

I think, seeing as OGP does infact, lack a programming staff, they are relying 100% on Ntreev and thats why ntreev is able to control so much on our servers.

About drop rate, I’ve seen on a japanese site that GM have commands to change the drop rate fluctuations !!!

Well yes, the theory is on Japan there is a higher drop rate and more control due to the money they pay. This has been stated. :D

Concerning the amount of BlackPaapel, I think you need to know that in Pangya EU, closely every player have won BlackPapel. There BlackPapel is the most used caddie.
